Dual CPU not working anymore, only Single CPU works

Yes, failure of the parts that regulate/deliver power to the CPU sockets are what typically causes this. Check the capacitors on either side of the two Socket370s. Are the tops buldging? If yes they must be replaced. Soon you will not boot/run off either socket.
