Try resetting the CMOS (the jumper is just below IDE 1&2 on the motherboard).

Hmmmm..... In that case, have a look at the capacitors (the cylindrical components) around the CPU sockets. Do they look like they're bulging or a bit scorched? This is a known problem in many motherboards made over the last few years and often causes symptoms like you describe.

Also, what is your power supply unit rated at? Does it have a manufacturers label?
